Not sure if this actually started with 28.7; it also has a workaround.
If Color Fine Tuning is enabled, and you go into the options tab for it, the Color Fine Tuning options are not displayed.
If you toggle the Enable Color Fine Tuning check box off then back on, the Color Fine Tuning options are then displayed. You don't have to click OK when toggling the check box.
If you exit options and go back into it again, the problem repeats.
